Balloon or not to Balloon

we don't shoot down spy satellites going over the US. And we have spy assets flying over disputed territory right now (Black Sea, China Sea). We must ascertain if acting to shoot down these things will trigger unintended consequences like our assets being shot down
or an armed conflict or toxic catastrophe. This takes time. It's a combination of miltary, civilian and foreign relations decision making. Once we understand the threat, we can act faster. this is literally .. common sense
